To build up Zion is to restore the church to strength and order. That restoration is not accomplished alone but requires workers to stand upon its walls and give their help. The weight of that need was felt by Luther while sheltered in the Wartburg, when it seemed to him that no one was standing on the walls to help restore Zion.
