Psalms 103:19

The LORD hath prepared his throne in the heavens; and his kingdom ruleth over all.

The Lord has a personal dwelling place in heaven above where His throne is prepared and established, distinct from what He made and not diffused through nature nor confined to temples made by human hands.
His kingdom rules over everything in every place, with every king, ruler, and nation under His government.
The heavenly angels stand under His sovereign authority as numerous and powerful ministers sent from His throne to do His will and to rescue, protect, guide, and strengthen His people.
His rule is founded on justice and mercy, and His throne is the throne of grace where the covenant to save believers through Christ is as sure as the throne itself.
Because He reigns over all, His people can rest in calm faith and confidence, stay loyal and united in obedience amid growing trouble, and take heed to repent, set affection on things above, and seek the riches and righteousness that endure forever.

Throne Established in Heaven

The Lord God of heaven sits upon His throne in the heavens, and the throne is prepared and established there as His personal dwelling place in heaven above. He is enthroned in heaven and is distinct from what He has made, not diffused through nature and not contained in a leaf or in a tree. His nature is therefore not to be discussed as if present in created things, and He must not be said to be in created things.

God's throne is in heaven and His kingdom rules over all, so He is not confined to temples made by human hands nor to any temple or place of worship. His authority is universal rather than limited to a house of worship. Yet He honors His people's worship assemblies with His presence by the Spirit.

His throne is established in heaven and His rule covers everything in every place of His dominion. That declaration of universal rule stands joined to His covenant and commandments, which His people are to remember and obey. His mercy lasts from everlasting to everlasting to those who fear Him, and His righteousness extends to children's children who keep His covenant and remember His commandments to do them. Angels who excel in strength, all His hosts and ministers who do His pleasure, and all His works everywhere in every place of His dominion are called to bless the Lord.

Kingdom Rules Over All

His kingdom rules over everything in every place, with every king, ruler, and nation under His government rather than under Satan's. His throne is established in heaven and His rule covers all, so that no power stands outside His reign.

The heavenly angels stand in relation to that government as beings under His sovereign authority who wait in His presence, serve Him, and carry out His will. They are placed within His universal government as heavenly beings who obey Him, and His universal sovereignty is the setting for their service in carrying out His will.

Those angels who do His will are numerous and powerful ministers, sent from His throne on missions of mercy to rescue, protect, guide, and strengthen His people throughout the ages. They minister to those who will inherit salvation, so His universal rule is linked with their service in His government and work of redemption.

His rule is founded on justice and mercy, and His throne is also the throne of grace where divine light and mercy may be sought. The covenant to save believers through Christ is as sure as His throne, and the rainbow above it signifies His promise in Christ. His grace does not excuse breaking His law, for justice and mercy work together, and through Christ's sacrifice the believing sinner can be justified while being enabled to obey.

Even amid war, ruin, persecution, and the scattering of Israel, His power and glory remain supreme and His purposes continue without hindrance. The coming events of history are in the Maker's hands, and He has charge of the destiny of nations as well as the concerns of His church. Jerusalem's ruin foreshadowed the world's final ruin, and prophecies partly fulfilled in Jerusalem's overthrow apply more directly to the last days, so that through the crisis ahead His rule remains sure.

Trusting His Sovereign Rule

His complete sovereignty is the ground for serving Him and for calm faith and confidence in Him even as troubles increase. The throne established in heaven with a kingdom ruling over all shows His power and glory remaining supreme and His purposes continuing without hindrance even amid war, ruin, persecution, and the scattering of His people. It therefore directs His people to look beyond the power of evil and to trust that He has not forsaken the earth, for He remains their Father and everlasting Friend.

Because He reigns over all, His people should press together and follow Him unitedly, trusting that He has not forsaken them. Their strength lies in not forsaking Him but in staying loyal, faithful, and obedient to Him. This unity and loyalty are called for in a time of growing lawlessness and coming trouble among the nations before Jesus comes.

For those living in the time upon whom the ends of the world are come, the universal rule declared in the verse is a warning to take heed. It calls them to consider seriously the uncertainty and shortness of human life, to repent and be converted, and to bring eternity into reckoning. It calls them to set affection on things above and not on things that perish with the using, and to seek the riches that endure forever and the righteousness that never passes away.
