Psalms 103:8

The LORD is merciful and gracious, slow to anger, and plenteous in mercy.

The Lord is compassionate and kind, patient and slow to anger, and abundant in mercy and loving-kindness toward human perversity.
He does not keep accusing or stay angry forever, nor does He deal with people at once as their sins deserve, but like a father He pities those who fear Him, remembering their weakness and that they are made of dust.
His loving-kindness toward those who fear Him is immeasurable and lasts forever, removing their transgressions as far as east is from west, with His righteousness reaching their children and grandchildren when they keep His covenant and remember His precepts.
In slowness to anger He bears long with transgressors, holding back punishment until they have been warned and given opportunity to see the result of rebellion, using loss and affliction to call them to repentance and relenting when they return, yet He will not acquit the wicked who remain unresponsive.
He is ready to pardon all who surrender to Him and remain loyal, even one who has sinned without willfulness, and He can pardon while remaining just because the punishment for sin was laid upon His Son.
He does not turn His face from the afflicted even when illness makes them feel rejected, but His sustaining grace brings them comfort, strength, and hope, and in mercy He gives wise counselors to help them act in harmony with His will.

Meaning of Divine Mercy

The Lord is merciful and gracious, compassionate and kind, tender in pity and love, slow to anger and patient, and abundant and plenteous in mercy and loving-kindness toward human perversity and need. He is good and full of compassion, gracious to those who trust in Him and ready to help them, sustaining them in suffering with comfort and strength. His mercy means He does not keep accusing or remain angry forever, and He does not deal with people or punish them as their sins deserve or at once. He bears long with sinners, giving warnings and allowing loss, hardship, and affliction to call them to repentance and to the Saviour, and when they heed His warnings and set their hearts in order He makes their way plain and relents, while the unresponsive are cut down as a fruitless tree.

Like a father He pities those who fear Him, remembering that they are frail and made of dust. He knows human weakness and need and helps those who trust in Him. His loving-kindness toward those who fear Him is immeasurable and lasts forever, in contrast to brief human life. He removes their transgressions as far as east is from west, and His righteousness reaches their children and grandchildren when they keep His covenant and remember His precepts.

He is ready to pardon those who surrender to Him and remain loyal, and He can pardon while remaining just because the punishment for sin was laid on His Son. His forbearance is tender and long-suffering, ready to pardon and forgive even one who has sinned without willfulness.

Patient Forbearance Toward Sinners

Slow to anger means bearing long with sinners and transgressors of the law, not dealing with them at once according to their sins. Omnipotence is held under constraint, omnipotence exerted over omnipotence itself, holding back punishment and refusing to execute the death penalty until sinners have heard warning and have been given opportunity to see the result of rebellion. Without that forbearing character, human perversity would cause utter perishing.

Warning is the instrument of forbearance, with loss, hardship and affliction permitted to call sinners to repentance and to the Saviour. So it was in Egypt, where time to repent was given, each judgment was allowed to do its work, and those willing to submit were given opportunity to escape further judgments. When people heed the warnings and set their hearts in order to return, anger is relented from, the way is made plain, and another chance to return is given. If they remain unresponsive, the fruitless tree is cut down.

Plenteous mercy and forgiveness do not mean acquitting the wicked, and soon displeasure will awaken in a wrath that none can stay. This same forbearance reaches disciples who at times show strong confidence, yet when something disappoints their expectations act as though they have lost hold upon God, and He remains merciful, kind, forbearing and longsuffering toward them.

Comfort for the Suffering

He is gracious, tender in pity, abundant in mercy, merciful and kind, and full of tender compassion, knowing human weakness and need. He helps those who trust in Him. His love remains toward the afflicted, and He has not turned His face from them even when illness makes them gloomy and leads them to feel that He has rejected them.

He is compassionate and gracious, not quick to anger and abundant in mercy, good and full of mercy and compassion and tender in love. He does not deal with people according to their sins, but pities those who fear Him as a father pities his children, remembering their frailty. His sustaining grace accompanies suffering and brings comfort and strength and hope. The restoration of the healed paralytic illustrates how His mercy brings hope and strength to the suffering.

In His mercy and graciousness He gives wise counselors to help people act in harmony with His will.
