Psalms 107:33

He turneth rivers into a wilderness, and the watersprings into dry ground;

God turns flowing rivers into wilderness and active springs of water into dry, parched ground as a judgment for the wickedness of those who dwell in the land. The drying up of water sources is not accidental but is His direct response to moral corruption among the inhabitants. By contrast, He also performs the reverse work of mercy, turning wilderness into standing pools of water and dry land into flowing springs. There He settles hungry people so they can establish an inhabited city to live in, sow fields, plant vineyards, and gather abundant harvests of fruit. He blesses those restored settlers so that they multiply greatly, and He does not allow their cattle to decrease.
