God settles hungry people to dwell in a place He has changed from wilderness and dry land into pools of water and springs. Once settled there, they are to prepare a city for habitation, sow fields and plant vineyards, and gather fruitful harvests. He blesses them in that place so that they multiply greatly and He does not let their cattle decrease.
