Psalms 119:13

With my lips have I declared all the judgments of thy mouth.

The verse belongs to a psalm that exalts God's law, presenting that law as the rule of life, while God's Word lays out the principles of righteousness and makes a clear distinction between right and wrong and between truth and error. The speaker is one who walks in God's law and seeks Him with the whole heart. With the lips that speaker openly declares all the judgments that come from God's mouth.

This declaring is inseparable from learning God's word, treasuring it, and obeying it, from keeping His testimonies and doing no iniquity, from keeping His precepts diligently and praising Him with uprightness of heart, and from learning His righteous judgments. It belongs also with cleansing the way by heeding God's word, with hiding God's word in the heart in order not to sin, with asking to be taught and not left to wander, and with rejoicing in His testimonies as in riches, meditating in His precepts, delighting in His statutes, and not forgetting His word.

The verse points out the sacredness of God's law, warning that the wickedness of the world has reached the point where the Lord will certainly interfere and will not acquit the wicked. These words are to be studied by young people and by young men and women, to cultivate wholehearted devotion and to encourage a spirit that desires to heed the way of the Lord.
