There will I make the horn of David to bud: I have ordained a lamp for mine anointed.
There in Zion God raises up and exalts the power and honor of David as His servant. There He causes the light of Jesse's son to shine upon His people, as the lamp He has appointed and ordained for His anointed one. The verse is therefore to be turned into prayer, asking God to bestow honor upon His people and praise upon those who fear Him and seek Him. It is to be pleaded further that He would grant fullness to those who hunger for His righteousness, and bring joy and gladness to His land and city as He reigns forever in Zion.
