Psalms 147:8

Who covereth the heaven with clouds, who prepareth rain for the earth, who maketh grass to grow upon the mountains.

God Himself spreads clouds across the sky and provides rain for the earth. He causes grass to spring up and flourish even upon the mountains. These gifts of provision are cause to praise Him, for He is the same God of infinite power and understanding who restores fallen humanity, lifts up the meek, and delights in those who revere Him and hope in His mercy. He did not merely create nature and leave it alone, but continually governs, sustains, and directs its operations. Cloud, rain, and growth act by no power of their own, but come by His word and command working through the laws He set as His servants and appointed means to supply fruitfulness to every seed, leaf, and flower.

God's Provision in Nature

God is the one who spreads clouds across the sky and makes ready rain for the earth, sending moisture down to water the land. He is the one who makes grass grow upon the mountains, causing vegetation to flourish and continue even in those high and unlikely places. His covering of the heavens, His preparing of rain, and His causing of growth are acts of provision that call for praise.

The same God who thus provides in nature cares for and restores fallen humanity, exercising infinite power and understanding toward His creatures. He lifts up the meek and takes pleasure in those who reverence Him and place their hope in His mercy.

God Sustains Natural Processes

Psalm 147:8 shows continuing divine care and government over the earth, not merely a past act of creation but an active sustaining, directing, and providing for its operations. He covers the sky with clouds and prepares rain that waters the land, ordering weather as part of His direction of the natural world. He makes grass grow even upon the mountains, presenting the earth's vegetation and its continuing growth as results of His power.

Cloud, rain, and growth do not proceed by nature's or matter's own inherent or independent power. They are not self-acting processes apart from God, but works sustained by His care and power and command. The earth's fruitfulness, vegetation, leaves, and flowers continue by Him, not by power inherent in nature.

He brings about these results through the laws He established, using them as His servants, instruments, and appointed means. His word controls the elements, and His power and command supply what is needed so that vegetation, fruitfulness, and every seed, leaf, and flower continue and grow.
