Psalms 22:25

My praise shall be of thee in the great congregation: I will pay my vows before them that fear him.

Praise belongs to God and is to be declared publicly in the great congregation before those who fear Him. Vows to God are to be paid openly and faithfully before those who fear Him, with praise and the keeping of vows standing together as public acts among God's people. The speaker is the suffering Messiah promising this public praise and fulfillment of vows in the gathering of worshippers.

Public praise and faithful fulfillment of vows are responses to God, who hears the afflicted when they cry to Him. Believers should educate themselves to praise God more, and giving such public praise among those who fear Him is their privilege. The verse directs looking to God for understanding of individual duty and for guidance, rather than depending on another person as one's guide or placing confidence in another person as a guide.

Even while enduring pain, the verse expresses confident trust in God's wisdom and goodness, expecting restoration to health and determining to praise Him in the congregation among the gathered saints rather than giving in to gloom. It applies to raising voices in the great congregation to present vital truths clearly and decisively and to writing those truths so they can reach people everywhere.
