Psalms 29:10

The LORD sitteth upon the flood; yea, the LORD sitteth King for ever.

The Lord sits upon the flood as King forever, exercising lasting and supreme sovereignty over the waters and over the forces of nature. Those forces are not beyond His authority and do not act as unregulated, uncontrolled forces, but remain under His direction and control and express His will. They operate under physical laws that He Himself made and sustains.

He governs winds and waters, able to restrain them to preserve His people or to unleash them in judgment. He holds back the winds and waters by His own power and through the service of His angels. He may permit calamities to call people to their senses and to reveal His power, showing that He works through nature as His Word reveals.

His lasting, supreme rule is a source of confidence when His messengers face opposition. His governing power over the elements assures protection from storms, waves, and other dangers, for which His people may thank Him. Even amid overwhelming floods He remains sovereign King forever, and, as the next verse adds, He gives His people strength and blesses them with peace.
