Psalms 33:13

The LORD looketh from heaven; he beholdeth all the sons of men.

The Lord dwells in heaven in the place of His habitation, and from there He looks down and beholds all the sons of men, every inhabitant of the earth with no nation or person beyond His sight. He observes each individual, seeing the heart and what is hidden in the mind and not merely the outward appearance, for He fashions their hearts alike and considers all their works. His heavenly dwelling does not confine Him like the gods of the heathen confined to temples made with hands, for He surveys the inhabitants of the whole earth and rules over them, yet meets with His people by His Spirit when they assemble in the house dedicated to His worship. He sees human perplexities and difficulties and knows the circumstances of every part of every life, and He is not distant from those He sees but is their Father and Governor on His throne, who understands His work in the human heart and is not swayed by human inventions. In this scrutiny He comes to see what men have built as at Babel and brings human pride low with sovereign power, He saw Nineveh's widespread wickedness yet perceived those seeking something better who would turn and worship Him if taught of the living God, and He watches over men even in the storm at sea. Because He knows hearts and considers all works, all the earth should stand in awe of Him and turn to Him rather than depend on human judgment, letting Him impress, refine, and purify the heart, mind, and life to reflect the divine image.

God's Watch From Heaven

The Lord dwells in heaven in the place of His habitation, and from there He looks down and beholds all the sons of men, every inhabitant of the earth. No nation and no person is beyond His sight. His heavenly dwelling does not confine Him as the gods of the heathen are confined to temples made with hands. He surveys the inhabitants of the whole earth and rules over them, yet He meets with His people by His Spirit when they assemble at the house dedicated to His worship.

He observes each individual, seeing the heart and what is hidden in the mind and not merely outward appearance. He fashions their hearts alike and considers all their works. He sees human perplexities and difficulties and knows the circumstances of every part of every life. He is not confined to one place or to one person.

He is not distant from those He sees, but is their Father and Governor. Ruling from His throne, He is not overawed or swayed by human inventions. He understands His own work in the human heart and does not need anyone to direct the workings of His Spirit.

Judgment, Mercy, and Response

From heaven the Lord comes down to inspect what human beings have constructed, and at Babel that searching gaze exposed the builders' work and His sovereign power laid their pride in the dust. The same all-seeing regard rested on Nineveh in its widespread wickedness, discerning beneath it men and women reaching for something better and higher who would abandon evil and worship the living God if they were given the chance to learn of Him and know Him. That watchful care does not cease when people are out of sight of land, for He keeps them in view even amid the storm at sea, as when Jonah was cast forth into the waters.

Solomon declared this truth at the dedicatory services of the temple to sweep away heathen superstitions about the Creator as if confined like idols to temples made with hands, and Paul afterward taught the same truth that God dwells in heaven yet meets His people by His Spirit when they gather in the house dedicated to His worship. Happy is the nation whose God is the Lord and the people He has chosen for His own inheritance, for from the place of His habitation He beholds every inhabitant of the earth. Because He fashions hearts and considers all works, all the earth has reason to stand in awe of Him.

Within the psalm's instruction about His ways, that heavenly oversight becomes personal renewal, for He impresses, refines, and purifies heart, mind, and life until thought and deed reflect the divine image. He sees human difficulties and knows the circumstances of every part of every life, and He is not confined to one place or one person. Because He understands His own work in the human heart, people are to turn directly to Him rather than depend on human judgment or allow another person to direct the workings of His Spirit.
