Psalms 33:14

From the place of his habitation he looketh upon all the inhabitants of the earth.

From the place of His habitation He looks upon all the inhabitants of the earth, upon every person and all the sons of men, with no one beyond His sight. That place of habitation from which He looks is heaven, His heavenly dwelling and throne, from which He looks down upon the earth. His looking is joined to fashioning and forming every heart alike, to knowing what is hidden in every heart and mind, and to considering lives, deeds and actions, so that His knowledge reaches both the inner life and outward conduct.

This means the God of heaven is not like the gods of the heathen confined to temples made with hands, and He is not confined to a human-built temple, but beholds all from heaven. His attention is not confined to one place or person but reaches all whom He governs as Father, seeing human perplexities and knowing the circumstances of every human life and of every part of life, and He is not distant from those He governs. In the setting of Babel, His attention to what people build exposes human pride and reveals His sovereign power. He is not overawed or influenced by human inventions, and His view of humanity is higher than human power or judgment.

This vision of God calls all the earth to fear Him and stand in awe of Him. Yet He meets with His people by His Spirit when they assemble in a house dedicated to His worship. Because all share the same fashioned hearts and human weakness, those who deal with people who are tempted or have gone wrong should remember their own vulnerability and respond with compassion. Because He sees all and is not confined to one place or person, no human being needs to direct the work of His Spirit, and petitions are to be directed to God rather than to erring people.
