Psalms 33:15

He fashioneth their hearts alike; he considereth all their works.

From the place of His habitation in heaven, from the height of His sanctuary where His throne is, He looks forth upon all the inhabitants of the earth. He fashions their hearts alike and knows every human heart, and He considers all that people do and takes account of all their works. As Father and Governor of the universe He has every person under His notice, so that no one is beyond Him, and He knows each one's difficulties, circumstances, and experience.

His eyes behold and try the children of men, testing what He sees. He understands how His Spirit is working in each heart, and that work needs no human direction. He impresses, refines, and purifies the heart, mind, and life, so that people reflect the divine image in thought and deed.

Because He so sees every heart and every work, all the earth should fear Jehovah and all the inhabitants of the world should stand in awe of Him. Human understanding can comprehend of Him only what He reveals about Himself. Remembering this shared fashioning and shared human weakness should lead to treating tempted and erring people with compassion, mindful that we too may be tempted.
