For evildoers shall be cut off: but those that wait upon the LORD, they shall inherit the earth.
The verse sets two opposite ends for two groups, with evildoers cut off and removed while those who wait upon the Lord receive the earth as their inheritance. Waiting on the Lord means resting in Him and waiting patiently for Him. It requires refusing to fret over the person who prospers in his way through wicked schemes and devices. It requires ceasing from anger and wrath in order not to do evil.
Those who thus wait are those who fear God, trust by faith in the promised sacrifice, and obey His commandments, and they will be honored and receive everlasting life. Evildoers are those who reject His authority, and they will be destroyed from the earth as though they had never existed. These two classes continue side by side until the second coming of Christ.
When ideas and plans are thwarted, the verse calls for careful and critical self-examination about refusing to walk in the light, rather than acting like foolish, disobedient children when the Lord withholds or deprives of some apparent or seeming good. Such withholding is the Lord's protection, because He searches the heart and sees danger and peril threatening the prosperity of His cause. He exposes mistakes made in planning and handling His work, and will not leave work that is not carried forward in balanced completeness and symmetry to remain unfinished and imperfect.
