Psalms 59:13
Consume them in wrath, consume them, that they may not be: and let them know that God ruleth in Jacob unto the ends of the earth. Selah. Consume them in wrath, consume them, that they may not be: and let them know that God ruleth in Jacob unto the ends of the earth. Selah.
The verse asks that the wicked be consumed in wrath until they are no more, that their existence be brought to an end. It presents their final destruction as the end of their existence, with nothing of them remaining. To consume here means to destroy utterly, not to preserve in continuing life.
That consuming proves the final punishment of the wicked is destruction or death that ends their existence. It is not continued life in eternal torment, not endless conscious suffering or eternal misery while life is preserved. God's enemies are thus brought to an end rather than kept alive forever in pain.
Their destruction by wrath makes known that God rules in Jacob to the ends of the earth. When the wicked are consumed until they are not, that rule is manifested universally.
