Psalms 60:7

Gilead is mine, and Manasseh is mine; Ephraim also is the strength of mine head; Judah is my lawgiver;

Ephraim is called the strength of the head because that tribe was chosen to guard the house of God. Shiloh, the sanctuary city, lay within its borders, making it the keeper of the place of worship. That guarding office continued only for a time. Ephraim afterward built altars to false gods and clung to them so devotedly that God gave the tribe over to its own desires.
