Psalms 66:14

Which my lips have uttered, and my mouth hath spoken, when I was in trouble.

The verse records vows that the lips uttered and the mouth spoke to God when the speaker was in trouble. Its setting is a call to testify to God's help and to praise Him. The tongue is to be used to tell what He has done, and to offer praise and thanksgiving from a heart that enjoys His love.

The speaker resolves to fulfill those vows by bringing offerings to God and paying what his lips promised. A vow to God is a solemn commitment that must be kept, not a promise that can be dismissed later.
