Psalms 66:19

But verily God hath heard me; he hath attended to the voice of my prayer.

It is David speaking from the fullness of his soul, affirming with certainty that God has truly heard, attended to, listened to, and responded to the voice of prayer. He has not turned away the prayer, nor has He refused prayer or withheld mercy from the one praying. This hearing follows crying to Him with the mouth while extolling and praising Him with the tongue. It requires refusing to regard iniquity in the heart and putting away cherished iniquity, which would keep Him from hearing and listening.

The verse is a personal declaration and testimony inviting all who fear God to hear what He has done for the soul. It shows the right use of the tongue, in which those who enjoy the love of God in their hearts have something to say, bring forth good from the treasure of the heart, render to God the fruit of the lips, and offer spoken praise and thanksgiving to God. It is the privilege of those who die to self to declare this testimony, and this testimony should be the language of every soul. This testimony belongs with holding fast the interests of the soul, showing His light to others, and blessing Him for His answered mercy in not refusing prayer or withholding mercy. Through such declaring, the message of truth goes forward like a burning lamp so that His way and saving health become known upon the earth among all nations.
