Psalms 68:33
To him that rideth upon the heavens of heavens, which were of old; lo, he doth send out his voice, and that a mighty voice. To him that rideth upon the heavens of heavens, which were of old; lo, he doth send out his voice, and that a mighty voice.
The verse pictures God riding through the ancient highest heavens and sending out His voice as a mighty voice. In its setting it calls the kingdoms of the earth to sing praises to the Lord who so rides above the heavens. It is the triumph song sung by angels, even cherubim and seraphim, as they escorted the risen Christ to heaven, to His heavenly home and dominion, acclaiming His majesty.
In that ascension setting it portrays Christ returning to the home He had left for sinful humanity, now as conqueror of the world and Commander of the heavenly host returning to His own dominion. The ascension it celebrates was made with great honor amid joyful demonstrations and rejoicing throngs, escorted by twenty thousand angelic chariots together with a multitude of captives raised from their graves. It points to His enthronement before the heavenly universe as a gracious High Priest and mighty Redeemer to all who call upon Him in truth. It was given to impress believers with the glorious reception accorded to the Son.
