Lift not up your horn on high: speak not with a stiff neck.
The horn is a symbol of power or exaltation, whether temporal or spiritual. To lift it up on high and to speak with a stiff neck is proud, defiant speech against God. It is His warning to the fool who says in his heart that there is no God, which means that he wishes there were no God so that he may do what is right in his own eyes.
It applies to proud people who look upon a bright world full of life and joy and say that all things came by chance, and who will not take God's word as their guide. It describes those who receive green grass and sweet flowers and the light of the sun by day and of the moon and stars by night, yet refuse to praise His name in song and to give thanks, thereby shutting the light of truth out of the heart. Though such a person may be rich in the world's goods and wise in his own eyes, in God's sight he is a fool.
