God rebukes the heathen, destroys the wicked, and puts out their name forever and ever. That destroying is final and future, completed in the second death when the wicked ultimately cease to exist. In that death they pass into eternal oblivion, not into unending conscious torment.
The cutting off reaches Satan himself as the source of sin together with all who follow him. With them sin itself and the ruin and destruction it caused are brought to an end. What remains is a universe free from rebellion and discord.
