Levites Sound Trumpets and a Ram's Horn by the Seaby emmanuel_higgins

Psalms 98:7

Let the sea roar, and the fulness thereof; the world, and they that dwell therein.

Let the sea with all its fullness, together with the world and all who dwell in it, join in joyful praise and rejoicing before the Lord. Its roaring is its surging song to the King, rising like the voice of many waters alongside brooks, winds, trees, floods and hills. This rejoicing is because the Lord comes to judge the earth with righteousness and equity, and the people with truth. It belongs to the song announcing His reign and personal second advent, when His salvation is seen throughout the earth and the millennial jubilee begins. Creation rejoices at His coming because the curse, bondage and corruption are gone, and at the restitution of all things the earth is renewed and delivered into the glorious liberty of the children of God.

Universal Call to Praise

The sea with all its abundance and fullness, the world and all its inhabitants and all it contains, are called to join in joyful praise and rejoicing and glad acclamation before the Lord. The inhabited world with everyone who lives in it joins that same song of praise before His coming.

Its roar is the surging sound of the sea lifted as a song to the King, rising like the voice of many waters before the great white throne. With it sound the praise of brooks and winds and trees and tempests and clouds, and with the sea and the world and its inhabitants join the floods and the hills in celebration. The seas that once trembled at His passage over a sinful world welcome Him with gladness as King over all. Their waves will repeat the hymn of deliverance when creation is restored, when the terror of animals tearing one another apart is replaced with a song of joy.

In its setting among Psalms 96-98 this rejoicing belongs to the millennial jubilee and to the song announcing the Lord's reign and coming and His salvation seen throughout the earth. Together with the following verses it presents all creation rejoicing before Him because He comes. The call pictures the lowly and meek raising their voices as an offering to God. It is the grateful praise of sinners saved by grace, and earth receiving its King while heaven and nature sing at His coming to redeem His people and glorify His name.

Coming to Judge and Restore

The rejoicing is because the Lord comes to judge the earth with righteousness and equity, and the people with truth. The sea with all its abundance and fullness, together with the world and all its inhabitants, is called to join in joyful praise before Him at that coming. The sea's roar rises as part of creation's joyful praise like the voice of many waters before the great white throne. The verse is part of a prediction of Christ's personal second advent and the judgment of the world, expressing hope in His coming as God's kingdom is about to triumph. The roaring sea with all its fullness, together with the world and its inhabitants, rejoices before the Lord at His coming to redeem His people and glorify His name.

That rejoicing belongs to the millennial jubilee when it is said among the heathen that the Lord reigns, His salvation is seen throughout the earth, and millennial glories begin. In its setting among Psalms 96-98 it belongs to the Lord's reign and to heaven and earth being glad. It stands as a thrice-repeated promise of His coming to judgment, meaning the earth rejoices at Christ's personal coming before the millennium to judge the earth with righteousness and equity. The coming and judgment are literal and stand before the millennium, in language as plain and literal as Psalm 50 and very much like it. Its whole structure, the millennial matter interwoven into Psalms 96, 97, and 98, and Paul's use of them in Hebrews 1:6 place it in pre-millennial times as one of the many strong descriptions of His coming crowded throughout Scripture.

That coming is with clouds and darkness round about Him, with righteousness and judgment as the habitation of His throne. Fire goes before Him and burns up His enemies, lightning enlightens the world so the earth sees and trembles, and the hills melt like wax at the presence of the Lord of the whole earth. The heavens declare His righteousness, and it is the day when the elements melt with fervent heat. Creation rejoices at His coming because the curse and its bondage are gone and the earth is restored to joy and fruitfulness. The whole frame of nature in this lower world, now subject to vanity, bondage, corruption and the curse and hastening to dissolution, will at the restitution of all things be delivered into the glorious liberty of the children of God.

At the second coming of Christ, when the saints are manifested and those who suffered with Christ reign with Him upon the earth, all curse and filth adhering to the creature will be done away. The lower world will be renewed with new heavens and a new earth, and glory will be conferred on every creature according to its nature. The final fire refines creation rather than annihilating it. The sea's waves will repeat the hymn of deliverance when creation is restored, replacing the terror of animals tearing one another apart with a song of joy. The roaring sea and inhabited world surrounding the Lord's coming is a last-day forecast strikingly fulfilled in the Shanghai typhoon with its destruction and loss of life, as a sign that the earth is nearing its final change from decay and desolation to Edenic purity and eternal glory.
