Psalms 99:2

The LORD is great in Zion; and he is high above all the people.

The Lord is great in Zion and exalted high above all peoples, and His greatness and height express His supreme authority and sovereignty. His authority is not limited by human rank or position, but He governs and directs all creation, so that nothing is beyond His control or notice. His judgments are righteous, and His perfect government is founded on truth and righteousness. He reigns enthroned between the cherubim, and His divine glory remains beyond what mortal minds can penetrate unless He chooses to reveal it. In its setting, His greatness and holiness call all people to tremble before His reign and to respond with reverent awe, praise of His great and holy and terrible name, and worship at His footstool.

His greatness centered in Zion and His exaltation over all peoples was made manifest when His glory filled Solomon's temple as a cloud after the ark was placed in the most holy place, so that the priests could not stand to minister. That cloud proved He had come to dwell in the thick darkness of the house built for His dwelling forever. The verse will be fulfilled and proclaimed in the final triumph of God's people, when the permitted triumph of their oppressors ends and God's victory and redemption are complete. It is part of God's people's song during that final trial, affirming His sovereign greatness as they face the test. He will then vindicate those who obey His commandments.

The permitted triumph of oppressors for a time gives every person the same opportunity granted to the first great rebel to show what spirit prompts him, testing whether he will be loyal or disloyal to the laws that govern the kingdom of heaven, and gives Satan opportunity to the last to reveal his character. The Lord looks with pity, compassion, and tender yearning on His tried and tempted people. He has shown His love by the infinite price Christ paid to ransom them, because He is not willing that any should perish but desires all to believe for eternal life. Then His exaltation makes the triumph of His redeemed more marked, more glorious, and more complete in the day of vengeance and the year of the redeemed.

His perfect government, founded on truth and righteousness, brings profound joy to those who love Him and honor His law. Because all glory belongs to Him, none of the glory for success in work for Christ belongs to human workers. Human beings are only instruments through whom He works, while He Himself accomplishes the work. He is the great Master-Worker who slumbers not and constantly works for the harmonious accomplishment of His purposes, entrusting talents to human beings that they may cooperate with Him.
