Exalt ye the LORD our God, and worship at his footstool; for he is holy.
People are called to lift up the Lord as their God and bow in worship at His footstool because He is holy. That call honors Him as the supreme and universal ruler over all creation and all things, whose government is perfectly just and righteous and whose ways are truth and righteousness. At the dedication of the temple this praise belongs with the divine presence filling the temple. His perfect rule brings joy to those who love and exalt His laws.
It is a solemn call to honor and revere God. Those who serve under Him are to honor Him in their deeds, surrender to His will, and give Him the glory rather than taking honor for themselves. It was addressed as a solemn reminder to give honor to God rather than take it for oneself.
