Revelation 17:12

And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.

This verse belongs to the prophecies of Revelation 12 to 18 that are being fulfilled now and that carry the final warning message for everyone to hear. Its fulfillment stands just before the final call to the churches in chapter 18, which is now to be given. It stands before the beast and the false prophet are seized and thrown into the lake of fire.

Beyond that lie the binding of the dragon in the bottomless pit for a thousand years, the resurrection and final destruction of the wicked with Satan, and the triumph and reign of Christ on this earth. The verse is a warning of the perils facing God's people in the last days. It exposes a deceived company working against God and counter to Him.

Those perils come just before the heavenly announcement that all is accomplished and Christ comes quickly to repay each person according to his work. The ten horns are ten kings who have not yet received a kingdom but receive royal authority for a brief hour together with the beast. Having one purpose, they surrender their power and strength to the beast.

They join the fallen powers in opposition to those who keep holy God's Sabbath memorial of the fourth commandment and who uphold the commandments of God and the faith of Jesus. They make war against the Lamb, but the Lamb will overcome them because He is Lord of lords and King of kings, and those with Him are called and chosen and faithful.
