Romans 9:17

For the scripture saith unto Pharaoh, Even for this same purpose have I raised thee up, that I might shew my power in thee, and that my name might be declared throughout all the earth.

To be “raised up” does not mean that Pharaoh was created for that purpose. In providence his life was preserved and the rebellious ruler was left upon Egypt’s throne when the time came to deliver Israel, with events ordered so that his rebellion would serve the divine plan. His stubborn resistance was made the occasion to display divine power and to deliver an oppressed people, showing that events are used to fulfill intended purposes.

The aim was that divine power and name would be declared to Egypt and to later peoples and generations. Through these events Israel was taught the evil and sinfulness of Egyptian idolatry. That lesson turned Israel away from idolatry toward pure worship. The verse shows that idolatry, cruelty, and oppression are punished.
