Zechariah 1:11
And they answered the angel of the LORD that stood among the myrtle trees, and said, We have walked to and fro through the earth, and, behold, all the earth sitteth still, and is at rest. And they answered the angel of the LORD that stood among the myrtle trees, and said, We have walked to and fro through the earth, and, behold, all the earth sitteth still, and is at rest.
The riders give their answer to the angel of the Lord standing among the myrtle trees, reporting that they have walked to and fro through the earth and found all the earth sitting still and at rest. That worldwide quiet describes the nations at ease while Jerusalem itself still lies afflicted. Their ease stands in contrast to the trouble those same nations had helped bring upon God's people. The report is given to assure the anxious builders that God has returned to Jerusalem with mercy. He will restore the city and comfort it.
