Zechariah 1:15

And I am very sore displeased with the heathen that are at ease: for I was but a little displeased, and they helped forward the affliction.

God's displeasure with Judah, His own people, was only slight and limited in degree. The heathen nations were at ease while Judah was suffering, and in that ease they helped the affliction forward. They increased that affliction and made Judah's suffering worse than God had intended. God is therefore very sore and deeply displeased with those nations.

This rebuke belongs to God's message of compassion and His promise to return to Jerusalem with mercy. That promise of mercy includes having His house rebuilt in Jerusalem.
