Zechariah 1:19

And I said unto the angel that talked with me, What be these? And he answered me, These are the horns which have scattered Judah, Israel, and Jerusalem.

The visions of Zechariah 1 belong to a series of symbolic revelations given when the Jews who had returned from exile feared that permission to rebuild might be withdrawn. The opening vision first set before them the nations then holding dominion. It then gave assurance that God had returned to Jerusalem with mercy, that His house would be built there, and that He would comfort Zion and choose Jerusalem. These visions were given to sustain and encourage God's people in that time of anxiety. The four horns are the powers that scattered Judah, Israel, and Jerusalem, while the four carpenters shown immediately afterward are the agencies God employed to restore His people and the house of worship.
