Zechariah 11:16

For, lo, I will raise up a shepherd in the land, which shall not visit those that be cut off, neither shall seek the young one, nor heal that that is broken, nor feed that that standeth still: but he shall eat the flesh of the fat, and tear their claws in pieces.

Zechariah 11:16 describes a corrupt, foolish, unfaithful and self-serving shepherd who neglects the flock instead of caring for it. He does not visit or care for those who are cut off, lost and vulnerable, does not seek the young and weak, does not heal the broken and injured, and does not feed those in need and those that stand still, but instead exploits the fat and strong, eating their flesh and tearing them, wounding and harming them. He is the idol shepherd named in the following verse, meaning not idle but idolatrous, because he makes an idol of himself and carries no burden or concern for the souls in his care.

The verse warns that the Lord rejects such ministers and has no use for them. It applies to the Jewish rulers who should have cared for the people but withheld help, comfort, sympathy and tender regard from those who needed them, acting as ministers without truly ministering. It also applies to two shepherds whose work had wounded and torn the people, leaving them in need of rescue.
