Zechariah 11:6

For I will no more pity the inhabitants of the land, saith the LORD: but, lo, I will deliver the men every one into his neighbour’s hand, and into the hand of his king: and they shall smite the land, and out of their hand I will not deliver them.

Zechariah 11:6 belongs to the later prophecies of Zechariah, which look forward to final restoration and foretell judgments on those who reject God. It belongs to a prophecy about the shepherds of Israel, meaning the spiritual leaders entrusted with the flock of God. The word shepherd means feeder, carrying the two ideas of leading and feeding, and the chapter exposes the utter unfitness of the teachers of Israel for feeding the flock, in contrast to Jesus as the good shepherd who both leads and feeds.

After the Jewish people rejected Christ as their king, his protection of Jerusalem and the Jewish people would be withdrawn. The breaking of the staff Beauty in the shepherd enactment signified that withdrawal of protection and the coming destruction of the city. The verse foretells Jerusalem's destruction, in which God would give the people over to conflict among themselves and to their ruler and would not rescue them from the resulting devastation of the land.

More generally, the verse shows the end of probation: when God withdraws His Spirit He no longer protects the inhabitants of the land, but gives people over to conflict with their neighbors and rulers and does not rescue them from destruction. When God withdraws His Spirit, confusion and hostility arise so that people turn against their neighbors and God's people are delivered into hostile hands. In the last days the divided groups represented by Judah and Israel will form a union directed against God's people, God will break that brotherhood, and its collapse will bring deliverance to His children.
