Zechariah 5:3
Then said he unto me, This is the curse that goeth forth over the face of the whole earth: for every one that stealeth shall be cut off as on this side according to it; and every one that sweareth shall be cut off as on that side according to it.
The vision belongs to the symbolic visions of the first six chapters of Zechariah, given when the returned exiles were anxious whether they would be permitted to rebuild the temple, to sustain and encourage them by revealing compassion and love. In it is seen a flying roll twenty cubits by ten, the size of Solomon's temple porch. The roll is a curse going forth over the face of the whole earth, by which everyone who steals shall be cut off as on this side according to it, and everyone who swears falsely, including by God's name, shall be cut off as on that side according to it. Those who steal or swear falsely are condemned according to its words and subject to its judgment.
The curse is God's law condemning stealing and false swearing. The roll bears the wrongdoer's name unless the wrong is repented of, for God sees every transaction and His judgment falls on those who do wrong. The curse enters the house of the thief and of him that swears falsely and consumes it, so that judgment against stealing and false oaths is certain and reaches into private life. Its condemnation cannot be silenced: it follows the wrongdoer, destroys peace, pursues him to the grave, and bears witness against him at the judgment, and if unheeded its curse consumes him. By this every evil worker receives from God according to his works. Dishonesty and false oaths thus bring judgment, bearing against lack of principle and failure to support the work in the South that leaves that field neglected.
