Zechariah 9:3

And Tyrus did build herself a strong hold, and heaped up silver as the dust, and fine gold as the mire of the streets.

Zechariah 9:3 belongs to the restoration prophecy given to encourage the building of the temple and the restoring of Jerusalem under Zerubbabel and Ezra, and that restoration work and reformation movement is a type of the last reformation. Chapters nine through eleven were copied from the book of Jeremiah and carry the spirit of Jeremiah in Zechariah. The book of Zechariah stands in the third division of the Old Testament beginning with Jeremiah and called by the name Jeremiah, so its prophecy is cited under Jeremiah's name, which explains why the quotation of Zechariah in Matthew is given as spoken by Jeremiah the prophet.

The verse describes Tyre as a fortified city that heaped up silver as plentiful as dust and fine gold as plentiful as the mire of the streets, portraying exceptional wealth. The fortified city is the new Tyre built offshore on an island after the people moved their wealth from the old city to escape Nebuchadnezzar.

The verse is part of a prophecy concerning Alexander the Great predicting his conquest of the principal cities in the vicinity of Jerusalem, directed against Hadrach, Damascus, Hamath, Tyre, Zidon, Ashkelon, Gaza, Ekron, and Ashdod. It includes the remarkable deliverance of Jerusalem when Alexander had determined to destroy it. The prophecy was fulfilled in punishment and destruction when the island fortress was besieged and captured by Alexander the Great in 332 B.C.
