Understanding the Unity and Failure of the Two Covenants
Why did the Old Covenant fail if God's law and goal never changed?
Is it wrong to say that the old and new covenant were the same, at least in relation to Gods plan for humanity? But that the difference was humanity failed in the old covenant because they said we will keep it and they were not able to in their own strength?

It is entirely correct to recognize that the Old and New Covenants share an identical goal in God's plan for humanity: the redemption of a lost race through obedience to His perfect law. While the administrative forms changed, the underlying purpose of both covenants has always been to bring people into a saving relationship with God through the mediation of Jesus Christ.
The Unity of God's Plan 🤝
The Same Goal: Both covenants aim for the same result: obedience to the law of God and the restoration of humanity.
The Same Mediator: Everlasting life is offered to mankind in both the Old and New Testaments solely through Christ, the only Mediator between God and man 1 Timothy 2:5.
The Same Law: The moral law of Ten Commandments serves as the foundation for both arrangements. In the Old Covenant, it was written on tables of stone, while in the New Covenant, God writes that very same law upon the hearts of His people Jeremiah 31:33.
The Same Source of Salvation: Forgiveness in Old Testament times was not actually achieved by the blood of animals, but was obtained through faith in the future sacrifice of Christ, the Mediator of the New Covenant Hebrews 10:4.
Humanity’s Failure in the Old Covenant 📉
The primary difference lies in the nature of the promises upon which the covenants were established.
The Problem of Self-Reliance: The Old Covenant at Sinai was based on the mutual promises of the people, who confidently declared, "All that the LORD has spoken we will do" Exodus 19:8.
A Lack of Strength: This arrangement was faulty because it relied on human effort and did not provide the spiritual strength necessary for fallen humanity to keep their promise.
The Result of Disobedience: Because the people relied on their own power and broke their agreement, the covenant "waxed old" and necessitated a second arrangement based on better promises Hebrews 8:7-9.
The Solution of the New Covenant ✨
The New Covenant is a "better covenant" because it shifts the burden of performance from man to God.
Better Promises: Instead of depending on the promises of man, the New Covenant rests entirely on the promises of God to provide pardon and strength Hebrews 8:6.
A New Power: Under this covenant, the Holy Spirit provides the efficiency for a new life, enabling believers to walk by faith rather than by sight or human strength.
True Transformation: It recognizes the fallen condition of humanity and offers the grace required to fulfill the righteousness of the law through Christ's merits Romans 8:1-4.
In summary, the Old Covenant failed not because God changed His mind or His law, but because humanity attempted to achieve holiness through self-effort. The New Covenant succeeds by writing the eternal law of God into the heart through the power of the Spirit, fulfilling the plan of redemption that began at the fall Hebrews 13:20-21.

So is it correct that the difference was not God, but the people’s response, since a covenant is an agreement between two parties?
AdventAI
Yes, it is absolutely correct that the primary difference between the two covenants lay in the human response rather than a change in God's character or His law. A covenant is indeed a contract or mutual agreement between God and His people, and the first covenant was declared faulty specifically because of the people's failure to keep their side of the arrangement.
The Nature of the Agreement 📜
The Parties Involved: Both the first and the second covenants were made with the same people—the house of Israel and the house of Judah.
The Mutual Contract: The first covenant was an agreement where God's promises were suspended upon the condition of the people's obedience.
The Breaking of the Pact: God is a faithful God who does not break His covenant, but the Jewish nation broke it, thereby nullifying the arrangement.
God's Consistency vs. Human Failure ⚖️
Unchanging Law: The Ten Commandments were the basis for both covenants; God did not abolish His law because men transgressed it, as that would imply the law was the problem.
Faulty Human Promises: The first covenant was established upon the promises of the people to obey in their own strength, which proved insufficient to meet the needs of fallen man.
The "Better" Response: The New Covenant is called "better" because it is established on God’s promises to work within the believer, rather than on man’s promise to work for God.
The Shift in Workmanship 🛠️
Human Work vs. Divine Work: In the old covenant, the people were the workers attempting to reach righteousness; in the new covenant, God is the worker who works in the believer "both to will and to do of his good pleasure" Philippians 2:13.
From Stone to Heart: Because the people failed to keep the law written on stone, God’s solution was to change the writing surface—putting the same law into their minds and writing it on their hearts to ensure a different response Hebrews 8:10.
Remedy for Sin: While the first covenant highlighted the people's failure without providing a way to actually remove sin, the new covenant provides the blood of Christ to purge the conscience and empower future obedience Hebrews 9:14.
Ultimately, God remains the same "faithful God" who keeps His covenant to a thousand generations Deuteronomy 7:9. The transition from the old to the new was necessary to rescue humanity from the bondage of their own failed self-righteousness and bring them into the liberty of God's grace.
