Revelation 13: Beasts, Worship, and the Final Test

What does Revelation 13 say the number of the beast is?

Explain revelation 13

AdventAI

Revelation 13 shows two powers working together against God’s authority: the first is papal Rome, and the second is the United States turning from liberty to religious coercion; the chapter warns of a final test over worship and calls God’s people to keep His commandments and the faith of Jesus.

📖 Verses 1–2: The beast from the sea

“And I stood upon the sand of the sea, and saw a beast rise up out of the sea” Revelation 13:1.

Seven-Headed Beast Rising from the Sea

Verse 1. In prophecy, a beast represents a kingdom or power, and the sea represents peoples and nations; this beast is the papacy, a church-and-state power that arose in the Old World and succeeded pagan Rome. Its seven heads portray successive forms of the persecuting system, while its ten crowned horns represent the kingdoms into which Rome was divided, as Daniel’s visions also show Daniel 7:2–8. The beast’s blasphemous names point to claims that place human authority in God’s place.

But the chief agent of Satan in making war upon Christ and His people during the first centuries of the Christian era, was the Roman empire, in which paganism was the prevailing religion. Thus while the dragon, primarily, represents Satan, it is, in a secondary sense, a symbol of pagan Rome. In chapter 13¹ is described another beast, “like unto a leopard,” to which the dragon gave “his power, and his seat, and great authority.” This symbol, as most Protestants have believed, represents the papacy, which succeeded to the power and seat and authority once held by the ancient Roman empire. ¹ Verses 1-10.

Verse 2. The lion, bear, and leopard recall Babylon, Medo-Persia, and Greece; combined with Rome’s horns, they show that papal Rome inherited the dominion and persecuting traits of the earlier empires Daniel 7:4–7. The dragon is Satan, working through pagan Rome, which gave the papacy its seat at Rome, civil power, and authority.

This beast has two horns, the civil and the ecclesiastical. That a church is represented by a horn is proved in Dan. 7, the “little horn” representing the Roman Church, even before it was possessed of civil power. So also in Rev. 13. The dragon (pagan Rome) gave the beast (the church) his power (civil power), and seat (city of Rome), and great authority.

🕰️ Verses 3–5: The wound and the 1,260 years

“His deadly wound was healed: and all the world wondered after the beast” Revelation 13:3.

Verse 3. The deadly wound struck the papacy’s civil power in 1798, when French forces took Pope Pius VI captive and overthrew the papal government; the papacy survived, and the wound later began to heal as its influence returned. The world’s wonder points to renewed admiration and allegiance, not merely surprise, and looks ahead to the final worldwide crisis Revelation 17–18.

But in the prophetic description the statement is made that this power was “as it were wounded to death.” The wound, to all human appearances, was a deadly blow. But divine foresight expresses it only as an apparent deadly wound. He was wounded to death “as it were” only, and the statement is immediately added that “his deadly wound was healed,” and, furthermore, that “all the world wondered after the beast.”

Verse 4. Worship means allegiance and obedience: to worship the beast is to honor its authority above God when the two conflict. Since the beast’s power came from the dragon, worship of the beast serves Satan’s purpose. The cry “Who is like unto the beast?” expresses the world’s admiration of its restored influence and apparent invincibility.

Verse 5. The blasphemous mouth represents claims to divine authority and the placing of human commands above God’s law. The forty-two months are 1,260 prophetic days, counted as 1,260 years: papal supremacy ran from 538 to 1798 Daniel 7:25.

It was to continue forty and two months, 1260 days, (years.) Just this length of time the Papacy did continue from its establishment in 538, till 1798, when it was for a time suppressed by the French.

⚖️ Verses 6–10: Blasphemy, persecution, and patience

“Here is the patience and the faith of the saints” Revelation 13:10.

Verse 6. The beast blasphemes God’s name by misrepresenting His authority, His tabernacle by turning people from Christ’s ministry in the heavenly sanctuary, and heaven’s inhabitants by claiming powers that belong to Christ and His heavenly ministry Daniel 7:25. Its attempt to change God’s law is especially seen in setting Sunday in place of the seventh-day Sabbath, though no human power can actually change God’s commandment.

In the last days Satan will appear as an angel of light, with great power and heavenly glory, and claim to be the lord of the whole earth. He will declare that the Sabbath has been changed from the seventh to the first day of the week; and as lord of the first day of the week he will present this spurious sabbath as a test of loyalty to him. Then will take place the final fulfilment of the Revelator’s prophecy:

Verse 7. The beast made war on the saints through a church-and-state union that used civil power to punish dissent; this persecution lasted through the 1,260 years from 538 to 1798 Daniel 7:21, 25. The prophecy says the power was “given” this authority, showing that its oppression was permitted for a time, not that it had ultimate dominion over God.

It was given to this beast to make war with the saints and to overcome them, and to have this dominion for forty-two months or 1260 days. Rev. 13:5-7. This is the same as the giving of the saints into the hands of the little horn for a time, times and a half. Dan. 7:25. Compare Rev. 12:6, 14. In symbolic prophecy, days represent years. … The 1260 years of papal dominion commenced with the enforcement of Justinian's decree, in A. D. 538, and terminated in 1798 with the overthrow of the papal government by the French.

Verse 8. The beast receives worldwide worship, but the verse makes clear that those whose names are written in the Lamb’s book of life do not give it their allegiance. The Lamb is Christ, whose sacrifice was part of God’s plan of redemption from the foundation of the world, though He died at Calvary in history.Revelation 14:9–12 shows the contrast: beast worship on one side, and on the other those who keep God’s commandments and the faith of Jesus.

Verse 9. “If any man have an ear, let him hear” makes the warning personal: every reader is called to take this prophecy seriously and respond to its message.

Verse 10. The persecuting power itself went into captivity when the French took the pope prisoner in 1798, fulfilling the prophecy’s reversal Revelation 13:3. “The patience and the faith of the saints” describes the endurance and loyalty of God’s people under pressure.

🇺🇸 Verses 11–14: The beast from the earth

“He had two horns like a lamb, and he spake as a dragon” Revelation 13:11.

Horned Lamb-Like Beast Roaring Like a Dragon

Verse 11. The second beast is the United States, rising around 1798 in a new land rather than through the wars that brought earlier kingdoms to power. Its lamb-like horns represent the nation’s founding principles of republicanism and Protestantism—civil and religious liberty—but its dragon voice foretells laws that use government to coerce religious practice.

But, lo! help was coming; for just then there was seen "another beast coming up out of the earth;" and tho "he had two horns like a lamb," yet "he spake as a dragon." And this one, tho strong on his own part, uses his power to revive and restore the power and working of the beast. For "he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.

Verse 12. The second beast causes worship of the first by using civil authority to enforce religious observance. In the final conflict, that means Sunday observance imposed by law in place of God’s seventh-day Sabbath, giving homage to papal authority Revelation 14:9–12.

Verse 13. The second beast performs great signs, including fire from heaven, to make false worship appear approved by God; a miracle by itself does not prove that a teaching is true. Scripture must test every claim and every sign, because the counterfeit can closely resemble the genuine Isaiah 8:20.

The people of God are directed to the Scriptures as their safeguard against the influence of false teachers and the delusive power of spirits of darkness. Satan employs every possible device to prevent men from obtaining a knowledge of the Bible; for its plain utterances reveal his deceptions. … Antichrist is to perform his marvelous works in our sight. So closely will the counterfeit resemble the true, that it will be impossible to distinguish between them except by the Holy Scriptures. By their testimony every statement and every miracle must be tested.

Verse 14. The wonders deceive people into making an image to the wounded beast. The image is formed when Protestant churches seek civil power to enforce their religious teachings, reproducing the papacy’s union of church and state. The prophecy’s warning is not against people as individuals, but against a coercive system that compels conscience.

⛓️ Verses 15–17: The image, the mark, and economic pressure

“That no man might buy or sell, save he that had the mark” Revelation 13:17.

Verse 15. The image is given “life” when civil government gives legal force to religious demands, so that it can speak through laws and penalties. The threatened death penalty is the climax of coercion against those who refuse its worship, but God’s faithful people are not abandoned to the power of their persecutors Daniel 3:1–6.

Verse 16. The mark is not a literal brand; it signifies allegiance to the beast’s authority in thought or action. In the final test, it is the enforced counterfeit Sabbath—Sunday imposed against the seventh-day Sabbath—knowingly accepted when God’s Sabbath truth has been made clear. The forehead represents the mind and the hand represents action, so the prophecy includes both inward agreement and outward compliance. Sunday keeping by itself does not make a person guilty of receiving the mark; the test comes when the rival claims are clearly presented and worship is enforced by law.

But no one has yet received the mark of the beast. The testing time has not yet come. There are true Christians in every church, not excepting the Roman Catholic communion. None are condemned until they have had the light and have seen the obligation of the fourth commandment. But when the decree shall go forth enforcing the counterfeit sabbath, and the loud cry of the third angel shall warn men against the worship of the beast and his image, the line will be clearly drawn between the false and the true. Then those who still continue in transgression will receive the mark of the beast.

Verse 17. The buying-and-selling ban describes economic pressure used to force compliance with the image’s demands. The mark, name, or number are signs of allegiance to the first beast; the pressure is aimed at making obedience to human authority seem necessary for ordinary life.

🔢 Verse 18: The number 666

“Here is wisdom. Let him that hath understanding count the number of the beast” Revelation 13:18.

Verse 18. The number is 666, the number of the first beast’s name, and the verse calls for careful understanding rather than guesswork. The beast is papal Rome, the power described in the first half of the chapter. Some early Adventist writers calculated 666 from the Latin title Vicarius Filii Dei, but the verse itself does not provide that calculation, so it is wise not to make the title calculation carry more weight than the chapter’s clear identification of the beast.

🌿 What the chapter asks of us

Revelation 13 calls us to give God our worship and obedience rather than surrender conscience to human religious power. Its final contrast is between beast worship and the faithful who “keep the commandments of God, and the faith of Jesus” Revelation 14:12. We should study the warning without hostility toward people, test signs and teachings by Scripture, and remain faithful to Christ, who gives His people patience and victory.
